Dear Serpell,

I am about to write to you on the points raised in the Governor of Hong Kong's telegrams Nos.1876 and 1879 relating to the Salaries Comission Report.

Meanwhile I seek your concurrence in the issue of the attached telegram regarding publication. I enclose a copy of the Governor's despatch No.266 referred to.

The point referred to in paragraph 4 of the draft telegram was discussed at several of our early meetings about the Salaries Commission Report, but I regret I do not remember if it came up at either of the two meetings you attended. I rather think it did. The result of the discussion was that it was considered preferable to observe normal practice and avoid the complications of having more than one effective date for the revised proposals. "The political reasons" referred to in the draft telegram for suggesting alteration in the Report are that the alteration, if made, is likely to benefit Europeans only and it might arouse Jocal comment if the alteration were to be suggested from London after the Commission's recommendations as they stand had been published.
